if you do cardio do it 1st thing in the morning on an empty stomache, thats because if you have food in your stomache you will havelots of glucose in your veins and your body will use that for fuel first before anything else, it can literally take hours to use up this fuel, then after that fuel is used up it will use stored glycogen for fuel this takes about twenty minutes, then after that your body will choose to either mobilize fat stores or catabolize its own muscle for energy, this mostly depends on genetics,its really not that easy to burn fat by doing cardio, thats why people that do cardio never really change. its alot easier to go on a low carb or no carb diet, on a no carb diet a state of ketosis will be reached in about 3-4 days then you will really mobilize fat stores.
